I've worked with several staffing agencies. Most in DC specialize in short-term, contract, and permanent employment. They do a reasonable job, but you will want to apply to several firms in order to ensure that you get regular job assignments. If you work on a temporary or contract basis, be prepared to make less than you would an an FTE. Rates for professional placement usually top out in the low to mid $20/hr. range. However, those specialized gigs are much harder to come by than general admin work at $8 to $14/hr.
In terms of permanent placement, their success is so-so. The agency's client is the potential future employer, so when negotiating they have his best interest at hear, not yours. Also, they usually charge a commission for permanent placement that is a percentage of your first year's salary. I've seen many companies use a temp while they search to fill a position, but they will not consider the temp as a candidate for permanent employment b/c the commission is too high.
