Some friend of mine were thinking about going down there on Friday, October 30 because on October 31 we have other plans. We wanted to wear out costumes but are afraid that no one will be dressed up on the night before Halloween. However, I was thinking people would be dressed up because they want to get into the spirit all weekend. Or maybe there are others like us who can't make it out on Halloween night itself.

I saw there was an event at the zoo Friday, Oct 30. Would that mean more people would be out in their costumes?

People will definitely be dressed up on the night before Halloween in Adams Morgan. I wouldn't worry about it.

A few decades ago the big Halloween party in DC use to be on Wisconsin Ave in Georgetown. There were no cars, just wall to wall partiers. They shut that down because people were having fun. One night of Mardi Gras and it was too much for DC. How does NO handle a week of it?
