Default free education for DC residents?

I was told by someone that DC residents can get education for free if it's in certain areas (like security and health care). Is that true?

No of course not.

UDC has a community college branch with open admission (only criteria is residency) and they have nursing and corrections programs but you still have to pay tuition.
