my family will be moving to the DC area for my job at George Washington Hospital next to the Foggy Bottom Metro. we are looking at the falls church area because of relatively cheaper living options, compared to arlington, with the hope that the commute isn't awful.

how long is the commute on either US-29 or US-50 from that general part of DC to the falls church area (i won't be able to travel I-66 due to carpool restrictions)?

for the morning commute, i would be driving in at around 6AM, so i think it would be a fast 10-15 minute ride down 66 (before the travel restrictions take effect) - am i safe to assume that there won't be traffic on 66 to DC at this hour?

Boy, the Metro Orange Line would work very well for that commute. You probably could even get a seat coming in that early.
