Pretty sure you go online or call them up and order it. I don't understand what you mean that you want a good rate. The Washington Post sets their subscription fees and you pay them to get the paper. It doesn't vary. If you don't want to pay it, you can get a different, cheaper newspaper.
Try calling and cancelling. Once we cancelled our paper (didn't read it), they hounded us with cheaper and cheaper deals.
I've also heard that if you call and say that you can't afford it so you need to cancel, they'll lower your subscription fee since they need subscribers. I never tried it, but it could be worth a shot, or tell them that you know someone paying $30 for the entire year.
Did I write something funny? I just checked by credit card statement, and I paid $35.10 for a years' subscription.
