Default Is this unique to DC?

I've only lived in the DC area, so cannot know, but are there bars in other cities that cater to teams not from that city?

Go to Gtown, and you see that Pumphouse place with their Boston Red Sox sign out front. DC has the nations.

Go to McFaddens during football season, and you'll see buffalo bills helmet stickers on the walls...

Do other cities have bars that cater to fans of teams of another city?

I'm guilty of attended events liek this, I went to a University of Michigan alumni event at Buffalo Billiards... But at least that is college level, and no football team in DC college level is worth michigan's toilet.

Very common. Chicago has lots of bars themed on other cities / sports teams. So does Miami, New York, LA... pretty much anywhere people desire to move to from other places, such as DC.

Those things are everywhere. I remember having drinks at a bar in Seattle that was the unofficial hangout for Cincinnati Reds fans. Doesn't get much more obscure than that.
