Eastern Washington University is located in Cheney, a rural community of farms. Cheney is a 20 min drive to Spokane. If you go to WSU in Pullman, you will not be near any large cities and you will be surrounded by college kids.

There isn't a CC in Whitman County, but the anchor campus of WSU is in Pullman and UI is in Moscow ID, very close. 20 acres is pretty easy to come by in that area ... and if you're on acreage, you don't have to worry about the Howling Hordes of college students which can make life unpleasant in town. (I wouldn't advise anyone but a party-hearty student to try living on College Hill in Pullman, but other parts of town are more ... adult.)
Climate is more local than you might guess and dependent upon altitude than any other single item. The "Banana belt" down right along the banks of the Snake -- Lewiston and Clarkston -- is warmer than the surrounding plateau, but you really do need to be down in the canyon to realize that temperature difference. If you're up in the Blue Mountains south of Clarkston it can get just about as cold and snowy as the mountains north and east of Spokane.
If Spokane County has restrictions that limit your dogs your best option might be the north fringe of Whitman County (Malden, Rosalia, Tekoa) or the eastern edge of Lincoln County (Reardan, Davenport, Sprague). The former may be within your range of the Cheney/EWU area; the latter may put you near I-90 or US2 within your range of either Spokane or Cheney.
Finally, you might think about the extended Ellensburg area (which has Central WA U) and some of its outliers. Selah, the north edge of the Yakima area, is a tolerable commute to Ellensburg, and Yakima itself has YVCC.

We appreciate all of the responses. We are not concerned with snow, but drizzle would drive us nuts. Western Washington is probably the most beautiful place I have ever been. Everything is so green and clean. I was stationed in Fort Lewis for 10 weeks going through basic training during the months of April through June. I was wet for 10 weeks, not to mention the fact that a person (drill sergeant) was dedicated to the task of making life as miserable as possible during that time. He was quite talented. The drizzle of Western Washington is what is driving us to look at the Eastern side of the state. Additionally our dogs do spend a lot of time in the house, and there is nothing that quite matches the experience of having wet dogs everywhere.

The closest match for your criteria
As a native and long time washingtonian, the outskirts of the Tri-Cities is the warmest climate zone (300+ days of sun), limited if any snow, and plenty of acres on the perefery (sp?) of a medium city. It also has a major University and several supporting colleges, science facilities, and medical oriented training colleges. Don't miss out on the best kept secret in Washington State.

Pullman Would Be My Choice Also. Or Colfax. Just Start Looking At A Map And Picking Area's Of Eastern Wa Then Google Them On The Internet. They Have Every Bit Of Information You Could Imagine. My Husband And I Are Doing That. But We Also Have Seen That Side Of The Mts On Our Motorcycle Trips And Absolutely Love The East Side. We Are Looking Into Kettle Falls And Colville. It Is Very Close To Idaho. Good Luck On Your Search.

I need acreage in Stevens County.
I'd prefer to not have to go through a realor. Does anybody have any sites they know of selling acreage in Stevens Count?
