Cracked winshield: Anyone know WA law?

I heard of someone who got a big fine in OR for having a cracked winshield on the PASSENGERS side. I thought that was ok, since it did not impede the view of the driver (not being on the drivers side).
Anyone have an answer. I have a crack as well, but in the corner where one cannot really see it unless they try.
