OP; I would look at the Camas / Vancouver area for good schools, safety, and opportunities; plenty liberal, but not to excess. Much of the culture activity is across the river (10 minutes) in Portland. Racial issues are not significant on the west side of the left coast states (esp. OR/WA).
OR has a 9% income tax AND poorly funded schools.
M.l. ; Bremerton is a decent choice for your requirements. It has some seedy areas, but some really nice ones too, just be choosy when finding your particular spot. It will have something for you.
