Do not think there are no mosquitoes in Washington! However, they are frequently encountered on hikes/camping to various places in the North Cascades which is no different in some drier mountain lake/creek areas of CA. I hiked all over Western Washington from Mt St Helens area north to Canada, and throughout the Olympic mountains. Funny, I do
not remember encountering any mosquitoes in the Olympic Mountains but we hiked in late September. We hiked two weeks through those mountains and got only one rainy day...the first on our hike. It was sunny every remaining day. Amazing! Of course the Olympic Mountains get maybe 200 inches of rain per annum, but we got sunshine plus!

Mount Vernon would be more desirable than Anacortes if commuting to Seattle or having access to good shopping is important.. I think Mount Vernon is nicer than Anacortes because you are close to the Cascades, yet also close to the islands.. As far as crime, I don't think Mt Vernon has any serious crime, just petty crap.. You may find that if you are in any low-priced apartment complex in either town you are at risk of burglaries or car prowls. Mt Vernon, IMO, is very scenic and centrally located. It's nice having Everett just 30 minutes away if you need the big box stores.
