That's what happens in the South where voting has become a form of tribal ID and the parties have become racially divided. But I don't see that happening in the NW. More likely scenario is it will become more like California than Mississippi.

The Seattle area has many minority-majority neighborhoods. There is no strict black-white "color-line" as in many cities in the East or South. While minorities are more concentrated in the Southend, they live throughout the area.
