How bad would this commute be for a 9-5 job? Is it a reverse-commute so it may not be that bad? When does JBLM traffic come into play (I heard it was more like 7am and 3pm being the peaks, so maybe I could avoid running into that traffic?)

JBLM traffic will slow things down in both I-5 directions between 4:30pm and 5:30pm. For people heading south during rush hour, the traffic usually dissipates after Lacey. If you drive past the Downtown Olympia/Capitol exit, there is usually a slow down in the right lanes from cars merging over to HWY 101.

I would say that the worst traffic time around JBLM is between 4 and 5:30pm Monday thru Thursday. The time changes a bit on Friday, the bad traffic usually starts about 3pm. Unfortunately traffic is bad in both directions. I used to work in Tacoma and live in Lacey so I'm pretty familiar with the commute. There are lots of different routes that you can take also depending on where you are leaving from and where you are headed.

I used to occasionally commute from Tacoma to Olympia. I did not have issues in the morning, about 30 to 40 minutes. The commute home was really tough though. Traffic can be unpredictable and bad from 2 to 7 pm. You'll need a favorite radio show and some music and some patience. Fridays are the busiest and the worst.
