Not sure about Kitsap, but Key Peninsula has a new one, El Sombrero that is good, and Gig Harbor has El Pueblito which is great.

"Fiesta" in Silverdale and Belfair are my favorites. NW Mexican is pretty tame compared to most parts of the US, but Fiesta comes close.
