My parents liked the Lewiston/Clarkston (The Snake River separates the two) area well enough to retire there--and they could have retired anywhere. A big attraction to the area is the outdoors activites available there--Outdoor Life just ranked Lewiston the #1 town in America for outdoor enthusiasts. Hell's Canyon is right there, the mountains aren't far, great fishing, hunting.
Low crime in both places. Lewiston is more thriving with a small college, but Clarkston is experiencing growth as well. Both still well qualify for "safe and quiet".
The local word is that if people lose jobs, go on welfare, etc., they leave Lewiston and come to Clarkston as Washington has more generous benefits. I understand that property taxes are higher in Clarkston, but Lewiston has a income tax (Idaho).
You might check Asotin, further south of Clarkston on the Snake River, or even further north, toward Pullman, say Uniontown or Colton.
As far as the smell goes, it's there. But, it is better. It also depends upon which way the wind blows, and the locals say you get used to it! I've spent enough time there that I have. Of course, when I first come to town after being gone awhile, it's noticable. The locals say it smells like money.
My folks chose the place due to the outdoor activities, the mild, dry, sunny climate, and the fact that it's big enough to have a doc that might save you if you have a heart attack. (Seriously, as older folks, this is a consideration, otherwise, they'd be much further out in the sticks...like Troy, or Flora!)
