Why do you think it is called "passive-aggressive"? You met the tail end of that phrase, apparently. This same driver would probably be ultra-polite an hour later. Yes, Washington drivers are strange.

this didn't happen while driving but while eating at a restaurant today. My guess this was a citizen who is suffering from mental and/or physical problems. It is unfortunate and sad that many in this category exist in our big cities. From your description, this seems to be a possible explanation.
