Why? There are construction jobs in the Seattle area, but the cost of living is very high.

Australia!

Great economy for builders, much better diving than WA.

Much, MUCH better diving than SD.

WA.... + Diving... I would probably focus in Bellingham region if possible.
good access to USA and Canada, (tons of islands) plenty of construction / growth.
Olympia would be choice #2 (Access to Ocean and Sound)

Australia and NZ are GREAT in FEB and March! Go there and see!
Too bad you are 4 yrs late for Work Visa. Hopefully you DID that route to get your diving certs

One of the last cities of that size on the west coast with a reasonable cost of living, though housing costs are skyrocketing...which is good for your construction career. Dog friendly with lots of access to nature. Diving definitely a weak spot better suited to vacations in warmer waters. But the coast is a very reasonable out and back day trip. Easy access to the best airport in the country with PDX being just over the river.

You've probably seen the footage of our old Narrows Bridge that fell into Puget Sound? Galloping Gertie?

Well, the wreckage of that bridge at the bottom of the narrows is home to some of the biggest octopus in the world. Divers love 'em!
