Beernik, as you can see from Diana's answer, you don't need to be concerned about the racial issue there. When we talk about good vs bad rural here, we're referring to things like rusty cars in the yard and maybe dogs running around, drugs, etc. Any racist attitudes that one might encounter are most likely to come from someone who has been part of the "Great Migration" influx that's been happening in this area for the past several years, but that sort of attitude is pretty heavily discouraged in this area.
