Default Looking to relo near BC border

My brother will be ready to retire in less than 3 yrs, possibly by June 2009 and I'm hoping we can find a suitable home in WA near the Canadian border. Our goals:

1) To live in and start a boardinghouse of friendly people, similar to in the movie "You Can't Take It With You", minus the insanity (although it's fun when my household is a little crazy) in or near a small town a plus, as we'd like to have an organic produce farm.

2) A slower-paced, friendly, basically law-abiding area, less than 100 miles away from a shopping mall, and less than 25 miles away from a major hospital.

4) Please don't laugh at this one: Educational and tech job opportunities available within 25 miles.

I'm in the Philadelphia suburbs and I absolutely hate the snow, road rage, nasty people, lack of community and of course the horrible fast pace. The drivers in front of me duck in and out of lanes just for me to drive up at the light right next to them. :/ Fewer jerks would be nice! :/ Hope someone can give me a starting place to start looking. My mom and brother are TERRIFIED to go to the other side of the USA with no home. (Yes I'm scared also.) We are ages 43-65+. We would be happy to rent for a year rather than take the risk of a lemon property. I hope someone can suggest some good areas for us.

Whatcom County could be a good place. It is right on the BC border. The areas in the north part of the county are farming areas (Lynden, Ferndale), and are definitely at a slower pace. There is a hospital within 25 miles (in Bellingham, the biggest city in the county), shopping malls around (outlet malls, and a big mall in north Bellingham), a university (western washington university, which has an education school). Not a lot of tech jobs that I know of.

ty for your suggestion of whatcom county...i had read some posts about bellingham getting too built up for some ppl...mayb that town itself is too hectic but ill research your links and learn more abt the area..ill try to start w/ the northern part...sherry
