Can someone tell more about the areas for downtown & historic north Everett?

Basically I've put an offer in for a house just a few blocks down from the Snohomish Co courthouse just south of downtown on 32nd & Wetmore. There are single house and some multi-family structures around there. That area are is zoned for multi-family I am wandering are there any plans by the city/people of Everett to change that into a multi-condo development or what?

I've also been held up by the seller's lender beceause he have a pre-payment penalty so don't kow if I would get this house or not as the seller had came down in price ($300,000) then his initial listed price ($325,000) so I've been looking around the area in North Historical Everett north of downtown and noticed the neighborhoods are better west of Broadway and the houses are fairly affordable. So any comments on future developments or appreciation for the areas around N Everett, downtown, etc? What areas around Everett should I avoid?

Anyways want to know about the dynamics of Everett and what ways could it change or if there are any upswing in property values in & around Everett. One thing I noticed about property values in Everett is that it hasn't gone up as much as the other areas south like Edmonds, Mill Creek, Bothell, & Lynnwood which are about the same as Seattle in terms of housing prices. The areas further north like Marysville and east like Lake Stevens seems more reasonable.

Also, the bad parts of Everett are the projects in North Everett, East of Broadway, and Casino Road also has a bad reputation.
