I think the biggest knock on this forum regarding Seattle is the expense of living in or near the core, and the traffic associated with working near the core, but living outside of it.

What's culture?
I'm of the opinion that many people equate "culture" with diversions and there's no denying Seattle has many of those, but consider, many people prefer the culture of rural America to that of the large urban areas, or the culture of Sourthern California to that of Seattle.
I've lived in six other countries, visited maybe 20 more and lived in seven different states and visited at least 30 more. They all had a culture or better yet, a "lifestyle"; each different with good and bad points (my take), but none was lacking in people who liked or disliked the "culture".
I have found educated, sophisticated and interesting people everywhere I've been, and I don't think anywhere has an exclusive claim on what constitutes "culture"
