It slows to 60 just south of Olympia, and as mentioned above Ridgefield north of Vancouver. 70 is an average if there are no problems. Actually, I would say most drive around 72-75 on that stretch. If there aren't any problems, which there usually are not. North of Olympia is a different story! It's taken me anywhere from 1 hour to 3 hours to get from Oly to downtown Seattle. However, there is construction around Centrailia/Chehalis, so that could slow you down.
