Default Hispanic political representation in central/Eastern Washington?

Many communities are majority Latino, places like Othello, Toppenish, Mattawa, Sunnyside, etc. And many larger cities like Yakima, Wenatchee and Tri-Cities have very large and rapidly growing Latino populations.

Does anybody know (specifically or more generally) about the Latino political representation in any of these areas? i.e. Latino mayors, city-council members, elected officials, etc. Obviously I know that for the most part they are largely underrepresented, but I was wondering if anyone has any experience or knowledge about this?

Being majority Latino and being majority U.S. citizens of Hispanic descent are two entirely separate questions. I am not at all sure that the legitimate, legal Hispanic community is underrepresented. Non-citizens cannot vote and in most cases are not legal residents, and thus have no part or place in the political process.
