Default Complicated request

I work for a fledgling writer who is kinda... eccentric. He has a very specific place he wants to live, and I am trying to find the right community for him. Perhaps some of the more experienced hands in this forum can help me?

He wants:

Houses for rent around $1000 or lower
very small community (away from big cities is fine, must be able to get internet access at high speed in some form though, even if only option is satellite)
Close to water (be it lake, river, or ocean it does not matter)
Schools that can handle two young disabled children


Weather wise we are not picky. We love snow and rain, dislike the weather being very hot. We would like there to be part time jobs available to those that work hard but we also know our way around the internet and can set up telecommuting so the jobs is not such a big deal as long as the high speed internet is available.

It is kind of an odd request, so if you have any questions I would be happy to answer them.

Seabeck, WA; there are two houses that are coming up for rent in my area. I know one of them is going to be $1000 a month. We are 5 minutes away from Hood Canal, and it is beautiful out here yet only 20 minutes from shopping in Silverdale.

Anyplace in Chelan, Douglas or Grant Counties.

Almost all homes have high speed fiber connections thanks to the local PUD's with a large choice of internet and cable TV providers.

The local library system which includes those three counties plus two others is one of the best is the United States.

July and August can be warm for Washington state, but you can also go up in elevation for much cooler weather.

I live in Bellingham and it's great for artists, writers, etc...the schools are fantastic and one high school in particular caters to special needs children. Most smaller towns in the area are great as well, but I would stay away from the Mt. Baker/Maple Falls area. Ferndale and Lynden have great schools. We are on the water and have several lakes/rivers as well. Rentals everywhere, especially in the summer when college is out. Yes, we have a University but that doesn't mean it's a "college based party town". I am in my 30's and never feel like I am being over-ran by college kids. We have a laid back attitude around here. The town is great for activities in the summer and the mountain in the winter. If you don't want to live in town (which isn't crazy at all like Seattle) you can stay in the outlining small towns anywhere around Bellingham.
