Default Choosing a Yakima elementary school

I'm moving to Yakima within the next week or so and have been researching elementary schools that I may enroll my son into. The local school near our house (McKinley) has, from what I can tell via the web, less-than-stellar rankings/test scores. If it all possible, I'd like to enroll him into one school in particular in the Yakima School District.

Is it possible to have him go to another school of my choice? McKinley is a Title I school, and (from what little I understand) that may give me some leverage in having him go to a different school. Also, he is a special education student with an IEP, and I am wondering if that may affect what school he should or may attend.

Any information or advice will be appreciated.
