It's been years since I've been to Ruston but I remember the landmark smokestacks of the old ASARCO plant.
The history of the town, which is now pretty undistinguishable from the rest of Tacoma, is based upon that copper smelting plant. It was originally built for the employees of the plant. It's surrounded on all sides by Tacoma (except on the water side). It's almost like a neighborhood of Tacoma itself but I believe it's still an incorporated town. I have no idea on how the town is run but I'm sure it contracts most of its services to Tacoma.
I think it's still a relatively nice middle-class area with a pretty good demographic mix.
I hope others can chime in because I'd be curious about how it actually is there now because it's been so long since I've been in the area.
