As to the soil, I have a garden--actually three raised bed gardens. The thing to do is to make them raised bed. My gardens are narrow and long (approx 4 ft by 15 ft and 18" high, wood planks) with walking area between beds. Works perfect as I can get at every thing without walking into the garden. You may want to dig down another 12" in each bed before putting in your garden soil (fresh, non-contaminated soil--hence no concerns). That would give you 30 inches of growing room--more than enough and you can use a mini rototiller (I do) before and after growing season. Also raised beds grow well because they get more warmth from the sun.
TCC has a "worm" class each spring. I haven't been to one but they give you a container with some worms and tell you how to raise them--worm casings are so good for the soil and the worms "work" the garden, too. I have a compost pile--good to give back to the soil.
The library was not an old one. It was maybe 25 years old, if that. But I am happy if they build a bigger one. If it had been a historic old library I think there would had been an uprising in UP.

As far as WalMart. There is one on Bridgeport but it is considered Lakewood. Another WalMart was slated to go in on Mildred in Fircrest. They decided against that site. WalMart did not like that UP wanted many, many road and sidewalk improvements to UP before acquiescing to it being built. You see, WalMart wants to plunk down their big ugly box stores but do nothing to help with the added traffic congestion. This Wally World would have been bordered by UP on one side (Mildred). Also, many Fircrest residents had yard signs against WalMart and organized against it. The lot was really much too small to put in their store. The News Tribune state that WalMart is still interested in building inside of Fircrest. Better Fircrest than University Place...I think they will stay off of UP boundaries though.
One thing you may want to do when you find a house here is to get a monitored alarm system. I know that makes it sound like it is a "bad" town but, you see, the scum that want to burgle do not go to the "have nothing" parts of Tacoma. They come to the homes that have nice things inside (especially electronics). Even with Brinks, some scum tried to burgle me. Between the time Brinks registered the alarm and the police report that showed when the UP police showed up was 5 minutes. Not too bad of a response time, IMHO.
I had to laugh, I have Brinks stickers all over the place (including each side of my mailbox) and they still thought "this is a good house to rob". Just goes to show that they are not exceptionally bright. What I did was buy a second vehicle so there is always a car in the carport. Seems to work good with the Brinks backup.
