Really, so cold so early in the winter - is Winnipeg in a bowl or something which gets colder temperatures than the surrounding area? What's the coldest average you get in late Jan/early Feb? As for here (still further north than you):
Max: 7.4C/45F
Min: 3.0C/37F
The lowest average high here is 7.0C between December 31st and January 31st, whilst the lowest average low is 1.8C for three days in mid-February.

It doesn't change very much from that, avg high in Jan is -13, low is -23.
It's not the cold that gets me it is the snow.. Though this year there is only 1 cm of snow on the gorund/ some bare lawns.
