After leaving TX I've only encountered one truly COLD day.....wind chill made it 76 below. (near Mt Washington NH) Advisories to not go outdoors and we silly adults filled our flasks with brandy and went snow tubing. The tubes wouldn't hold air and popped. The kids were smart and refused to leave the house. But the odd part was calling home to Houston where it was real temp of 35........kinda crazy.
Walked to the train station in -7°C in Buxton this morning. Felt OK. -7°C in Manchester though, feels a lot colder, probably because of the higher relative humidity (no wind in either place).
At -7C and even at 100% humidity, would there be sufficient moisture in the air to increase the rate of heat loss?

You forgot Buxton, Derbyshire. Oh and Iceland isn't actually all that cold.

I can feel it in the air. It doesn't matter what the temperature is, when humidity is 100% at cold temps, I feel the water particles on my skin, chilling me down much more than if it was lower relative humidity. Freezing fog at such temperatures would, therefore, be particularly bone chilling. Dry cold just doesn't pose a problem to me though. In Buxton, where humidity is very low due to the elevation, -8°C is no problem compared with the same in Manchester which is far more humid. The difference is huge to me.
Looked at the forecast for London and it looks doesn't look like the cold will let up in the next week. To those in the UK, does this compare to the cold spell you had last winter? It looks like you have a few cold nights in the forecasts (below -5°C) that didn't occur last winter. It looks like it's possible it could be colder than last time
London Heathrow recorded it's coldest ever November max of 2C a few days ago. UK-wide, the final week of November was the coldest in 350 years of records.
I live in Orange County, Southern California and my co-workers have been complaining that it's freezing. It's been in the 60s. People have actually been wearing scarves and winter coats, it's ridiculous!! The 60s are very comfortable to me in jeans and a hoodie.
I am planning to move to Portland for less sunshine, more rain and less heat. The 10-day forecast shows temps in the mid-70s -- in December?! That's lame.
I have personally only felt temperatures as cold as about 25 degrees fahrenheit while up in Big Bear and that's just fine with me. I'm sure negative temps are pretty darn cold!!

At -7C 100% humidity there would be about 3 grams of water per cubic meter of air.
