I would try a few different sites. Check Worldclimate data.com.

Around the 2300 hour mark is most sites are saying.

Looks like whoever the person was without the Wikipedia account was correct. Check out this Mean Annual Sunshine map by the US Department of the Interior. It shows the Roseburg area experiences around 2300 hours of sunshine annually. Totals of 3000 or more are not experienced for several hundred miles south into California and in extreme southeastern Oregon. Very close but I would go with Roseburg due to low wind and more sun. That Roseburg to Medford area is a nice medium climate. Toulouse looks nice too.
