These averages are not too different than those where I live now (Grand Forks ND-East Grand Forks MN)... though we are just a tad warmer. These numbers look like those of Brandon or Dauphin Manitoba...
Overall I like the cold so it works for me....  A

A - winters are colder than I'd like, but it could be worse. Rest of the year looks great temperature wise.
Edit: Forgot to put into account the precipitation. Too dry. I would also assume it's sunny, so I'll give it a C.

Yeah, that does seem like the Canadian Prairies to me, rainfall included. I would like it from May-September but there's just no point to me in it being colder than about -10C/14F. Though saying that, since I'm thinking in C those winters don't immediately seem as cold as they actually are. Any winter which has sub-freezing average highs in March is not good enough for me, plus it looks fairly arid (though not much worse than London). I give it a D.
