And Kiev, Minsk and Moscow are colder than Toronto.

Many cities in the world have temperatures that go below -50 degrees Fahrenheit in the lower 48 US states alone. But, the coldest Megacities(10+ million inhabitants) on Earth are Moscow, Harbin, and Chicago. In that order exactly. Moscow and it's surrounding area can get down to around -45 degrees Fahrenheit and Harbin can get very near that as well on occasion. Chicago has gotten to -27 degrees Fahrenheit. But, in Chicago's suburbs such as Aurora the temperature can get down to -35 degrees Fahrenheit. Mt. Carroll in Northern Illinois just outside the more traditional definitions of Chicagoland had registered a temperature of -38 degrees Fahrenheit in 2019. Several smaller cities in the Upper Midwest are colder than all three Megacities I mentioned. But, Moscow, Harbin, and Chicago are without without a doubt the coldest Megacities in the world.

No, -50F is extremely rare in the lower 48 states, and the places that get that kind of cold are not "cities" but instead small rural areas in MN, WY, ND, and MT. Those obscure places will get that a couple times per decade.

The only actual "cities" in the lower 48 that have ever experienced anything close to -50F are Fargo ND and Billings MT (as far as I can find), and that was a long long time ago before those places even qualified as "cities."

You forgot northern Wisconsin. The town of Couderay, Wisconsin has had a temperature of -55 degrees Fahrenheit.

But, I guess a small town is not a city. The Duluth, MN area can get to -45 degrees Fahrenheit. But, many small towns in the lower 48 can get near or below -55 degrees Fahrenheit.

Actually there are a lot of states in the Northern US that have record lows at or below -50F: https://en.wikipedia.org/wiki/U.S._s...ature_extremes

However, the 4 states that I listed are the ones which get them most often (once or twice a decade). In the other states it's so ridiculously rare that in practicality there's virtually zero chance of an actual human experiencing it.
