While I do like Bogota and would find its climate pleasant, I had to go with Lhasa for greater seasonality. Lhasa's summers are still pleasantly mild. Summer high temperatures are warm, yet record high summer temperatures are not even that hot. I like the cooler nights throughout the year. Lhasa also has much better sunshine figures.

Lhasa, Tibet: I prefer its cooler nights and sunnier climate to Bogota's, which has a rather disappointing diurnal range, given its altitude.

Bogota for the comfortable temps all year round.

I really think that Bogota's sunshine hours are vastly understated or plain inaccurate - Maybe the weather station is covered by trees and whatnot? I doubt that the sunshine hours are this low. They could be at least around 1,800 hours. I don't know...
