Never heard of it... Now that I took a look at their climate, summers are weak, but winters are pretty powerful.

Urumqi is another Chinese city at 43N that has a bit warmer summers

I think I have to go with Vladivostok (although it's akwardly dry in winter) since Toronto's climate features just too much winter rain and too hot summers.

Vladivostok. Nice cold winters, and even though they are dry and not very snowy, they're superior to Toronto's because they have a long-lasting snowpack.
