The night would be too long if sunrise is at 9:00 AM, but day would be longer.

This would be good for December

Sunrise - 7:00 AM

Yes, but we can't just invent daylight, therefore having the clocks two hours forward to put the morning daylight in the evening would be a good idea, in my opinion
