Hurricanes due to the larger area affected and longer duration. You can easily be missed by a tornado but not a hurricane. At least you can evacuate ahead of time in a hurricane but your house is still screwed.

Hurricanes are more dangerous IMO, because with hurricanes not only is there the potential for massive storm surge and coastal flooding, but the destructive effects from hurricanes are much more widespread, not to mention the fact that hurricanes can also produce severe thunderstorms and tornadoes as they move inland from coastal areas, also, hurricanes often produce very heavy rainfall and flooding/flash flooding as well, so I truly think that hurricanes are more dangerous than tornadoes, despite the fact the amount of warning time for hurricane weather conditions is greater.
