They have Most of the country below normal. Looks like the SouthEast is the place to be for above normal temps. I somewhat agree with this being the Ridge will be situated there more often this winter and not all the way up to NorthEast.

The warmest part of the nation is going to be warmer than average. And the coldest part of the nation will be colder than average.
