Personally I've seen it fall as cold as the upper 20s (27-29) and its frustrating cuz I'd rather get snow -_-

What is freezing rain? I've never heard of it. When the temperature is 0℃, it snows here. When the temperature is between 0℃ and 1.2℃, it rains mixed with snow usually. Above 1.2℃, it rains.

It's rain that falls while it's below freezing, so it freezes on contact with the ground, trees, wires, etc and causes a mess.

To answer the OP, I recall seeing freezing rain at about 21-22 F in North GA in January 2005. I was severely disappointed to say the least.

Where in Turkey do you live? Freezing rain seems to be rare in drier climates.

I wonder how thick the sub freezing layer has to be for sleet to fall instead.

In other words.. If the surface is -7C(20F) then how far up does it have to be below freezing for sleet to fall instead of Freezing rain? 1000 feet? 2000 feet? 3000 feet?

Probably why it's hard for freezing rain in low 20s or teens because if surface is that cold than it's below freezing higher up as well.
