To me both are terrible climates that are too hot and too humid year-round. Tokyo has awful summertime lows (76F in August ); NYC is significantly cooler, but is still way too warm and humid at night. Tokyo is a lot more cloudy than New York City is, which is a plus in favor of Tokyo. The determining factor in this choice is the winters, and while both are way too warm, with way too little of a daily range, with too much humidity and abominable wintertime rains, NYC's winters are cooler and sport much more snow than Tokyo does. One at least has a decent chance of seeing some snow in New York during an average winter in the course of the year-round horror, something I can't say for Tokyo.
If Tokyo had NYC's sunshine hours I'd choose that climate. I honestly don't know, I admire Tokyo's temperatures but I truly hate cloudy/overcast conditions. NYC is only slightly cooler than Tokyo, and I bet it's on par or even warmer than Tokyo during certain years.

That's the way I see it as well. I will trade a few degrees of colder conditions, for a big increase in sunshine hours.
New York, much cooler winters and also cooler summer nights. I also prefer its rather even precipitation distribution as well as its higher sunshine tally. Not to mention its bigger snow totals.

Tokyo easily due to not having ridiculous winters.
In another thread some time ago someone people were saying that NYC has "joke winters". I didn't really agree with that, but "ridiculous" might be a tad too strong, maybe?
