I rate it a C-. Winter is good with precpitation high enough for some snowfall and thanks to the low average temperatures and a strong Siberian High they should be also quite stable.
Also summer is warm, though with that high lows (16-18°C) probably quite muggy.
Therefore the "C-". otherwise with less humidity and 4-5 degress (C) less high minimums in summer it would be a B.

Summers: precipitation is higher than I'd like (more the days than the amount though), too cloudy, but nice temperatures, probably doesn't see 30C more than a few days a year. Don't like the lag in spring and summer, fall cools off nicely. Winters are nice, snowy and without much thawing (assuming the record high is a few degrees above Vladivostok's), and also with plenty of sunshine.

I like Vladivostok's temperatures better but rate this climate higher since Vladivostok gets much less snow, this one probably gets a better snowpack. If Vladivostok's snow depth really only averages 5cm, this one for sure.
