Winter? 13C and rain sounds much more like Autumn. At any rate it isn't summery.

I'd say 16C and sunshine would be the barest minimum for it to feel "summery" (for me anyway). Without sunshine I'd say around 21C would be the minimum. I prefer my summers to be cooler, but I also freely acknowledge the sort of season I prefer isn't a real (or even "regular") summer.

Well, winters here are in the 40's with rain so this doesn't feel far off that with the wind added in.

16 degrees can be passable outside with bright sunshine, no wind and high humidity, if I am wearing a thick fleece and hat, like yesterday. As soon as it clouds over, or there is a gust of wind though, I'll be putting my jacket on. Such a temperature is very poor in summer.

Great tropical downpour saturday night in Nice with some thunder. I actually got punished for my arrogance; when thunder started rumbling with a few drops of rain, people started running to shelter and I thought "man, those people have no idea what it's like in a real thunderstorm" and then it suddenly started raining buckets as I've seen it only in the tropics, and I got soaked it was really great though, a nice refreshing shower with some nice lightning after a hot, hazy day after that and still today, the sky regained a deep, pure blue color. Perfect.

The standard autumn warm spell will start shortly.. for the first 10 days of September.

At least a week long spell of warm sunshine with temperatures in the mid 20's looks possible.

One of the grossest days in a while. Dewpoint hovered around 70 F most of the day. There was a heavy downpour that lasted about ten minutes, but then the sun came back out with more humidity. The windows were open in my house all day and when I got home I had to shut them and turn on the A/C. It's still 72 F at 2:50AM.
