Oymyakon is at least livable for 6 months of the year, while Juba is pretty much inhabitable. Forget Oymyakon, I would take Vostok or Pluto over Juba in a heartbeat.
I'd take Oymyakon in a heartbeat. Oymyakon gets some pleasantly (and brutally) cold weather, snow, and otherwise has a winter. Oymyakon is also only uncomfortably hot for me a few months out of the year, and then only about half the time in those months. Juba is uncomfortable for me year-round, not to mention monotonous (unlike Oymyakon).
I'd normally pick the climate with a discernible winter and summer, but in Oymyakon's case the winter's are nightmarishly brutal and the short summers are too mild. Juba's constant heat isn't great, but I could deal with it OK.

Oymyakon easily, very pleasant summers whilst Juba has nothing pleasant. Winters at Oymyakon are of course brutal and the lack of snow and stagnant smoky air are major downers. Would still like to experience it for a week or two though.
Both are terrible climates, I vote for Juba though because most of the year sleeping outside in Omyakon means death- not the case in Juba (unless you are attacked by a wild animal or gunned down by a local but that's another question...)
