You may get rid of Cape Town, as Antalya in southwestern Turkey has 3241 hours each year. Esfahan, in southcentral Iran gets even more with 3274 hours and Kralendijk in the far, far, far southwest Netherlands gets 3300. This place only has a tiny population though.

Honourable mention for the UK: Bognor Regis, 1903 hours

Don't forget Southern Africa! Windhoek, Namibia (3500 hrs) and Bloemfontein, South Africa (3300 hrs) both have over 300k population.

Bizarre to see San Francisco on the list. Know it has microclimates, but it definitely didn't feel sunny when I was there.
