For me it's a place called Hutarree, which is part of a general region called Polar Ontonagon, the poleward tundra portion of my fictitious continent, "Ontonagon". It's a general region that has no cities and only a few villages, but is home to a peppering of resorts designed to provide a long-term tour and experience of the natural landscape in that region. Summer is by far the busiest season, and about half of the resorts are only open seasonally. However, a few hardy folks overwinter in the other half of these places.
Hutarree is rather typical of the region. I designed it to feature extreme cold in winter, under the influence of a high-pressure zone (like the Siberian high), and also to feature chilly, dank, and wet summers, which are much like winters in parts of the Eastern U.S., under the influence of an upper-level trough (again, like parts of East Asia). This may be helped by the polar ice cap, which is larger on my fictional planet than on Earth (extending to about the 73rd parallel).
It's north of the arctic circle, so it features no sun at all in December. Despite that it is quite sunny, and clear skies are nearly constant during the cooler part of the year. Summers are rather cloudy but sun hours remain high because of the long daylight hours. The snowfall pattern here is rather odd, featuring a maximum in summer, a minimum in winter/early spring, and a secondary peak in autumn as the lingering moisture encounters colder air. The place only has 26 inches of snow per year, so the snowpack, though constant in winter, is usually thin.
This is the coldest climate I've created so far. The annual mean is -16F. I intend to at some point create a "Super Vostok", perhaps located on an icy planet, which will be far colder than this one. In the future, I may also create a version of an eccentric-orbit planet, which generally will feature pleasant but short summers and long and extremely cold winters.
