If we take air quality, pollution and sandstorms into account, then NYC easily.
If not, then it's harder. Beijing is sunnier, especially in winter. Beijing winters are slightly colder but spring seems to arrive a bit earlier. On the other hand I'm not sure I like the fact that Beijing is borderline semiarid, and that the precipitation pattern is so imbalanced. And I like NYC summers more as they are not as hot and humid, with fewer rainy days. I think I'll go with NYC.
NYC because of evenly distributed precipitation. Beijing is too dry for me.
NYC has also much more reasonable winters and a bit cooler summers than the Chinese capital.
As for fall and spring, it seems that Beijing is a lot warmer, that is the summer seems to be a bit longer but anyhow I wouldn't like to have sudden cold and short winters (Beijing: 19C on average in Oct to 10C on average in Nov). NYC has a smoother climate pattern which suits me better even if it gets slowly warmer after a harsh winter.
Beijing is steadily cold in winter. When I was in Beijing, I saw people skate on the frozen lake every day. You don't see that in NYC.
