Hmm...tough choice, both are nice in different ways. I'll go with Sofia as it's greater seasonality and consistent rainfall is probably a little more attractive to me than Kathmandu's short and sharp wet season.

I voted for Kathmandu.

According to here, Kathmandu has a record low -3.9C. Sofia has -31.2C.

Kathmandu for me. Wetter and with much nicer winters.

I'm surprised that Sofia has such low summer minimum temps - it must be due to the altitude.

Kathmandu.

Sofia looks to be slightly sunnier -- Kathmandu is much cloudier than I imagined it would be: Kathmandu Climate Guide, Nepal | World Climate Guide

Still, the hundred hour sunshine difference is nothing compared to Kathmandu's temp advantage. I love the contrast between the gloomy, muggy, summers and the cold morning / warm afternoon relatively sunny winters.

Kathmandu is not sunny in summer because of the rainy season but it's much sunnier in winter. Sofia, even at that relatively low latitude, has the typical European gloomy winter which is horrible in terms of sunshine.
