Not often, but sometimes. Doesn't bother me. With such temps there usually won't be wind though, otherwise it wouldn't fall that low to begin with.

December 2010 here was about 3C colder than a normal January in Philadelphia. January 2010 slightly colder. Even March 2013 was slightly colder. I wasn't phased at all. I remember walking around in late March 2013, the temp was 30F with a sustained wind speed of around 15mph, gusting higher, with heavy snow falling. Guess what? I actually enjoyed it.

11 times out of 90 days? That's not really something I would consider often. That's 12.2% or 1 out of every 8 days roughly. Hardly something that would be considered "normal" in Philly. And I bet half the time that 15 F is calm, with no wind. 15 F is not really "extreme" by any means.

In South Florida, yes. North Florida and the coastal south are a different story, however. Jacksonville is only a few hours north of you. If you want to still be close to family or whatever, that'd be a good choice to consider.

I'm not counting on it. If we're lucky, we'll get a good hard 20 F freeze that we had last winter and the winter before, but that's about it.

It mainly depends on how weak the Bermuda/Azores high will be this winter. Weaker high = greater chance of cold snaps.

Wind chills feel a lot worse at cold temperatures. 15 mph at 15°F or 10°F is nasty, 20 mph at 0°F...

Mt. Washington when I was there early April was 10-15 mph at 25°F (was milder an hour earlier) and it was tolerable for short times without gloves. Could have been out in that for hours. But I wouldn't like that walking around the neighborhood all the time.

I suspect tom got that a bunch this winter, since it was unusually cold. We got 0°F and 20 mph one evening.

I was in the Boone, NC area this past January when they had that 0 F low with wind. Not fun to be outside in! I was actually surprised at the snowless ground around me as well. That area usually already as a few inches on the ground in early January, so it could have been worse...

The last two winters actually. There is a fatigue factor that builds in after you get two winters in a row that both had month following month with below avg temps. I just ask for a one fu... avg winter this year. Is that too much to ask lol.
