It depends upon the general temperature and windchill too. But for me it's like:
12° C -18° C - Light Sweater.
5° C - 11° C- Light Sweater + Light Jacket
below 5° C Winter Coat.
If there is any forecast (or if I suspect) rain beyond a mere drizzle, coat/jacket will be prepared up to 24C; any warmer will be disgusting for a second layer. I dislike hoodies and will bear a sweater/light jacket (not snow-suitable) comfortably to around the freezing line. Coat becomes mandatory at around −4C (option F). My warmest winter coat (on top of T-shirt) leaves the wardrobe if the low reaches −7C or if the low is <= −4C and the high is below freezing. Haven't experienced anything below −15C, and I've been comfortable in two layers at such a temp.
Because of the low humidity and light winds, I usually only bring out the winter coat when it's in the teens or lower. There are obvious exception to wind/cloud cover etc. And only if it will be like that for long periods of time. Sometimes it starts off in the teens and temp goes up to 40F or higher, I might do without it.
Actually I tried wear only t-shirts and shorts at 18°F/-8°C it feels really awesome to welcoming a real frosty air with bare skin.
To answer the OP's question, I would start to consider wearing winter coat about below mid teens fahrenheit(15°F/-9°C) so it could be rather G or H.
In my definition, wearing gloves or thick fur coat above the freezing point(32°F/0°C) is wimpy
