Bill Murray said it best "I got a prediction for ya, it's gonna be cold, it's gonna be grey, and it will last the rest of your life"
We get quite a few very sunny days in the winter, it's not cloudy all the time, maybe places like western Michigan and western NY are because they are on the east end of the lakes.

Windsor-Riverside weather station has no monthly average highs below freezing, so I don't find that very extreme for being in the Great Lakes Region. Sure, some winter days can get very cold, but it's not like it lasts all winter, many winter days are mild and spring like.

A warm day in February here in Phoenix is "mild and springlike", I found that the fluke warmest days most winters back there were in the 50s and would only last one day before plunging back to the 20s-30s again. And I consider 50s late winter/early Spring weather at best. This Feb in Phoenix (our 3rd warmest on record) is what I consider Spring weather, we had a high of 80 (+9 avg), a low of 52 (+3 avg) and a mean of 66 (+6 avg)

Windsor is much warmer in the shoulder seasons than Upstate NY though, almost by as much as 5f in March, April, September, and October. Maybe that would make it much more bearable for living. It also has summers warmer than almost anywhere in New York, except the city and the lower Hudson Valley

Any place below hardiness zone 9B or with a normal high temp below 53 or so in the coldest winter month is COLD as far as I'm concerned

Yup, a flukey warm day in winter would be mean 50s. In NYC in comparison you could easily get 60s and occasional 70s every once in a blue moon in the winter

Worst thing about Upstate NY is the late season cold. In Binghamton you can get a high of 15f as late as March 18th. A high of 20f as late as March 27th. A high of 25f as late as April 8th. You can get a high below freezing as late as April 19th. A high of 40f as late as May 11th. A high of 50f as late as June 2nd!!! In Upstate NY you're not completely safe from the cold in any month except June-September

True. Windsor is not particularly good for the Great Lakes region. Upstate NY has some wonderfully snowy climates, with lake-effect snows and such. Basically, east of Lake Ontario & Lake Erie.

My definition of seasons in Rochester was Spring from April 1st-June 19th, Summer from June 20th-August 15th, Fall from August 16th-November 9th and Winter From November 10th-March 31st

Windsor. It's pretty much the same as my current climate except a few degrees warmer from February to October and less snowy. Brookings is miserable with cloudy, rainy mild winters and cool summers. Also most of the rain seems to come as cold winter rain and not as thunderstorms. Also there is almost no snow. Windsor is an ok climate, brookings is awful.
