Depends on windchill. I don't mind -20c. In fact, it can be nice once in awhile after a long hot summer, I dreamed about it. But when the windchill makes it feel like -30, I call it a day and hide in bed. Screw it. So -20c is about my limit, assuming there's no windchill factor. Below that and I'm it doesn't matter how well dressed I am, I don't like it.

Fifth option. -3 to -10 c.

About -5 C / 23 F would be ideal for the January high temperature. December and February should also be below 0 C / 32 F for a high.

Coldest maximum i experienced was already -11°C (with plenty of sunshine and calm winds), so make it below -15°C then.

The average high/low temperature for January in 5000 land is 34/22 in Fahrenheit and in Celsius 1C/-6C.

However, there is pretty high standard deviation in temperatures, usually highs/lows 30s/20s, 20s/10s, and 40s/30s. There is almost always a guarantee of 1 to 3 heavy snow blizzards every January. There is an equal chance of 50s/40s, 60s/50s, and 10s/0s.

The record high temperature in January is 75 degrees, and record low is -35.

Most Januarys are pretty cold for a mid winter month, and at the same time have some mildly cold, mild, mildly warm, and very cold days. Once every few years there is brief warmth close to record highs, and extreme cold waves close to record lows.

Coldest winter maximum is usually around 36 F (2.5 C). The coldest Maximum I have ever experienced in NJ was 12 F (-11 C).

Coldest daytime maximum experienced in my location was the freeze of December of 1990 with a high of 34 F at my location but I was too young to remember. Typical coldest daytime maximum in a given year is around 45 F, usually after a cold front comes through.

In other words, a regular winter day in NJ . We get highs in the 20's F without fail for 15 days every year.

I don't think any location in California averages highs below freezing.

If you mean the average maximum temperature for the coldest month, then probably around -3C for January.
