Thought the one major downside to Phoenix would be rainfall, but surprisingly here is Yellowknife with only 3 more inches anually. It has NO redeeming qualities in this contest!
Yellowknife, although the winter is colder than i like, it has a winter unlike Phoenix and if dressed properly can still go outside go dogsledding and the like. And also its summers are still pleasantly warm (for central european standards).
Whereas Phoenix does not really have a winter and in summer you have oven like temperatures so out of this choice i prefer Yellowknife.

I would pick Phoenix.
Currently I live 3 hours north of Edmonton for work. I can tell you that it's colder here than in Yellowknife. Yellowknife has some -30C but usually not much colder because of the mountain range to the west. Here in Northern Alberta (prairies) we can easily get -40 or worse. Yellowknife has a frost free farming season of about 100 days a year, that's really not bad.
However why I pick Phoenix is mostly due to the darkness in the winter. Days in Yellowknife in the winter are very short. You have to be able to handle that.
